Baxter Village Breaks Ground on 90-Acre Town Center
In Heart of Traditional Fort Mill Neighborhood

Within the heart of Baxter Village, a traditional
neighborhood modeled after the small-town life of yesteryear, a
transformation is underway to create a 90-acre Town Center that
will bring restaurants, streetside offices and retail shops to the
village.
When completed by the end of 2004, Baxter Town Center will fulfill
a vision by the Close family to create a neighborhood where neighbors
can walk or bike to parks, restaurants, shops, offices, the public
library an elementary school and a medical campus.
Don Killoren, CEO of Clear Springs Development Company, said Baxter
Town Center will be quaint, charming and very much like the vision
conjured up by the words small town living. It will
be a departure from the typical power center with anchor
stores, Killoren said.
Total square footage of Baxter Town Center will be over 500,000
square feet. In addition, over 200 homes will be built within a
five minute walk of Market Street, the core street through the town
center. Baxter Town Center will include about 130,000 square feet
of retail, restaurant and commercial space. This is in addition
to an existing public library, Neighborhood Information Center,
an elementary school, and an Urgent Care Center operated by Piedmont
Healthcare Services. Baxter Town Center also includes a 7,000 square
foot office building under construction by S.E. Miller Construction
and home to the Raymond James Financial Service and a 7,500 square
foot office building and home to the Brian Wilson Law Firm.
Baxter Town Center will offer a diverse mix of commercial
and retail space and residential living that will benefit not only
the residents of Baxter, but Fort Mill as a whole, said Alan
Marshall, Director of Commercial Sales and Leasing for Clear Spring
Development. Marshall oversees all retail and commercial property
in the Fort Mill area owned by the Close family, including Baxter
Town Center.
Clear Springs Development Company will break ground on its
first commercial building in Baxter Town Center this summer. Sales
and leasing efforts are underway, and the first commercial and retail
tenants are expected to be announced in the next several months.
Retail sites are currently being graded in anticipation of the tenant
announcements.
Prospective tenants inside Baxter Town Center include a mix of upscale
and family restaurants, streetside cafes, mid-sized professional
offices, and retail service providers. We envision a lively,
pedestrian-friendly center that offers a number of dining, shopping
and entertainment opportunities, Marshall said. We want
Baxter Town Center to be a place where neighbors can buy a newspaper,
a cup of coffee or a good deli sandwich within walking distance
of their home, Marshall said. We also envision Town
Center offering other day-to-day amenities, such as a full-service
copy center, neighborhood hardware store, a bank and possibly a
specialty produce store or farmers market.
In keeping with the meticulous planning of the entire neighborhood,
Baxter Town Center will be developed with the same traditional architecture
used throughout the neighborhood.
The Village of Baxter is a mixed-use neighborhood being developed
by Clear Springs Development Company. The 1,033-acre development
will include approximately 1,325 homes at build-out, as well as
more than 400 acres of open space. Baxter also includes a public
library, elementary school, medical campus and retail and commercial
development.
