Village of Baxter Breaks Ground on Community Center;
Community Manager Hired to Manage Homeowners' Association

The Village of Baxter has broken ground on its 6,000-square-foot,
$1.5 million Community Center in the heart of the traditional neighborhood
in Fort Mill, with a scheduled completion date of Spring 2000.
In addition, Clear Springs Development Company, which is developing
Baxter, has hired Capital Consultants Management Corp. of Dallas,
Texas, to manage Baxter's homeowners' association, which will operate
its headquarters from the center.
Capital Consultants, which manages master-planned communities in
seven states, has named D.J. Delgouffre community manager for Baxter.
Capital Consultants manages more than 165 communities in seven states,
including more than 36,000 individual homes. The firm offers a full
range of community association services, including turnkey management,
maintenance and long-range planning.
"We are usually brought into a community well after residents
have moved in and amenities are in place," Delgouffre said.
"Our early partnership with Baxter is allowing us to develop
a strong homeowners' association as new residents are moving in
and amenities are beginning to take shape."
Capital Consultants, as the association manager, will oversee the
upkeep of the parks, common areas and entranceways. In addition,
Delgouffre is responsible for planning and implementing year-round
community activities for Baxter residents.
According to Delgouffre, the first scheduled event at the Community
Center is a Memorial Day 2000 pool party, which will allow residents
to celebrate both the opening of the Community Center, as well as
the beginning of summer.
Amenities of the Baxter Community Center include two swimming pools,
snack bar, full-service kitchen, aerobic room and meeting rooms.
In addition, a telecommunications network will be available to Baxter
residents that will give them access to electronic features such
as an activities calendar and bulletin boards.
"Our community intranet will be a great way for residents to
stay current on planned community activities," Delgouffre said.
The Community Center, which will be styled in colonial revival architecture,
is patterned after the Chester, S.C., courthouse. Colonial homes
were popular throughout the Fort Mill region from 1900 to 1940 and
are still built today as well.
"The styling of the center will add to Baxter's varied and
interesting neighborhood character," Delgouffre said.
The three-story building is conveniently accessible via sidewalks
and walking trails leading to many points inside the village. In
addition, the Community Center will be located near Baxter Square
and the 12-acre Allison Park.
"The Community Center overlooks Baxter Square, a beautifully-landscaped
park that is a focal point in the neighborhood," Delgouffre
said.
Delgouffre was previously a portfolio manager for the Wentworth
Group of Exton, Pa., where she managed a mixture of construction
communities. In addition, she was a property manager for Zommick
Real Estate of Media, Pa., where she managed a portfolio that included
apartment complexes and commercial/industrial flexible space.
The 1,000-acre Village of Baxter, located 20 minutes from uptown
Charlotte in the southwest quadrant of S.C. Highway 160 and Interstate
77, is a traditional neighborhood offering single-family homes and
townhouses, as well as commercial sites and more than 400 acres
of open spaces.
Modeled after small towns of the Southeast, Baxter's traditional
architecture will reflect the style and character of the upcountry
South Carolina region. Features such as front porches and abundant
sidewalks will orient activity to the front of homes, promoting
a pedestrian-friendly community.
